HRRC strongly condemns Russia’s relentless attacks on Ukraine’s infrastructure, which pose a grave threat to civilian lives and violate fundamental human rights. HRRC also urges both parties to adhere to international law to prevent further harm to innocent populations.

A Russian strike on a nine-story building in northern Ukraine killed eight people and wounded dozens as Russia launched a massive drone and missile attack in the country. The attack targeted Ukraine’s energy infrastructure.


On Sunday, U.S. President Joe Biden authorized for the first time the use of U.S.-supplied long-range missiles by Ukraine to strike inside Russia. It is the second time the U.S. has permitted the use of Western weapons inside Russian territory after permitting the use of HIMARS systems, a shorter-range weapon. Following that, Ukrainian defenses shot down 144 out of a total of 210 air targets. Ukraine's offensive killed a local journalist as Ukrainian drones struck Russia’s embattled Kursk region. In Russia’s Belgorod province, near Ukraine, a man died on the spot after a Ukrainian drone dropped explosives on his car.
