Europol Coordinates Global Takedown of Major Child Exploitation Website in Record Operation

HRRC condemns the exploitation of children. We applaud Europol and the 30 supporting countries in the recent takedown of an online operation which circulated child sexual abuse content. Children must be protected and the exploiters brought to justice.

In a groundbreaking international effort, investigators from over 30 countries have successfully dismantled one of the world’s largest child sexual abuse material (CSAM) platforms. Coordinated by Europol, the initiative dubbed ‘Operation Stream’ marks the agency’s largest operation to date in the fight against child sexual exploitation.


The investigation, which began in 2022 and was actively carried out between March 10th and 23rd, led to the identification of 1,400 suspects and the arrest of 79 individuals across 31 countries. Among those arrested some are believed to have directly participated in the abuse of children. 


The platform at the center of this operation, known as Kidflix, was created in 2021 by a cybercriminal and had grown into a disturbingly profitable enterprise. Hosting over 91,000 videos of child abuse, the site attracted 1.8 million users worldwide. What made Kidflix especially dangerous was its ability to stream content—unlike most CSAM sites that only allowed downloads. Users earned digital tokens by uploading or organizing content, which were then used to access videos. The platform saw an average of 3.5 new uploads per hour, and content was categorized by video quality, with higher-definition material commanding higher fees.


On Wednesday last week, authorities in Bavaria, Germany, in collaboration with Dutch counterparts, successfully shut down Kidflix’s servers and seized a hard drive containing 72,000 CSAM videos.


Among the notable national crackdowns, the UK reported 30 arrests and identified 63 suspects. In Germany, 106 suspects were identified, including a chilling case involving a 36-year-old father arrested last year for offering his own child for abuse under the guise of “games.” Investigations remain ongoing, and more victims are being identified, but so far the operation has resulted in the protection of 39 children.


Despite the success of Operation Stream, child sexual exploitation remains a persistent and growing threat. Europol warns that the digital era has made it easier for offenders to operate at an alarming scale and estimates that these types of crimes “will continue to grow in the coming years”. However, many perpetrators are repeat offenders already known to law enforcement.


HRRC commends Europol and all participating countries for their unwavering efforts in combating child abuse and exploitation. We recognize that many investigators involved in this operation may themselves be parents or grandparents, and we acknowledge the emotional and psychological toll such work takes. Their commitment to protecting children is nothing short of heroic. HRRC also urges parents to be mindful of the images they share online of their children. In today's hyper-digital world, even innocent photos can be misused by offenders and end up on CSAM platforms.
