HRRC condemns the Taliban for the detention, torture, and execution of residents in Afghanistan. These actions are considered war crimes and must be stopped immediately. To demonstrate capability of lawful and ethical government, the Taliban must make efforts to enforce international humanitarian law and promote and protect human rights.

Human Rights Watch reported that residents in the northern Afghanistan Panjshir province have been illegally detained and tortured by Taliban forces. Since mid-May 2022, Taliban forces have been in an ongoing conflict with the opposition group known as National Resistance Front (NRF). The Taliban allegedly accused Panjshir's residents of being members of the NRF and detained them. Reports further indicate that those imprisoned by the Taliban do not have access to family or legal defense.
Since taking power in Afghanistan in August 2021, Taliban forces have committed summary executions, collective punishments, and enforced disappearances of suspected NRF fighters, all violations of international humanitarian law. There is no indication those committing these actions will be held accountable.
